Press release: “Euro Stack” initiative calls for a “Digital Independence Day” from the EU!

In an open letter to European Commission President Ursula von der Leyen and her cabinet, the “Euro Stack” initiative calls for the creation of an independent European technology infrastructure. The goal is to establish Europe’s own digital services to compete with those of U.S. and Chinese corporations, thereby strengthening Europe’s digital sovereignty.

The initiative underscores the growing importance of data control and technological independence for European companies and institutions. Dependence on non-European providers poses risks in terms of data protection, data security, and the application of foreign legal systems.

“Euro Stack is an important step toward strengthening Europe’s digital sovereignty. Businesses and public institutions need independent and trustworthy technology alternatives to secure their data and processes and preserve their strategic autonomy.”

The initiative’s three main demands:

1. 💡 “𝘽𝙪𝙮 𝙀𝙪𝙧𝙤𝙥𝙚𝙖𝙣”: This is the central pillar. It advocates the introduction of “Buy European” rules in public procurement, the definition of “European” suppliers, the setting of specific quota targets (e.g., percentage of spending), and the examination of mechanisms such as multi-sourcing and pre-commercial procurement. Another focus is steering private-sector demand through incentives.
2. 💡 “𝙎𝙚𝙡𝙡 𝙀𝙪𝙧𝙤𝙥𝙚𝙖𝙣”: Focuses on improving the visibility and interoperability of existing European providers through a market intelligence hub, promoting open source and standards, and fostering collaboration within the ecosystem.
3. 💡“𝙁𝙪𝙣𝙙 𝙀𝙪𝙧𝙤𝙥𝙚𝙖𝙣”: This is NOT yet another top-down, centralized program that drains the budget. The proposal is to mobilize institutional capital (pension funds) and create targeted incentives for private capital. Dual-use will be central to the financing. There may be a “EuroStack Fund” (possibly through the reallocation of existing EU funds or the use of DMA/DSA funds), but only to fill specific gaps and finance migration, scale-ups, and pre-commercial procurement where market failures exist.
